Two notorious thieves were nabbed by a mob on September 23, in Bamenda 
Cameroon, after they stole from a popular man in the community. The 
criminals have reportedly been terrorizing residents, raping women, 
stealing phones and breaking into shops. The angry mob led by a 
vigilante group known as Abakwa Iron Boys, beat the bandits to a pulp 
before the police arrived the scene and took them away. Watch the of the

EFCC Probes Diezani Over N4b Hotel Deal With Ex-MILAD

Detectives have uncovered another multi-billion naira 
transaction believed to have been carried out by former Petroleum 
Resources Minister Diezani Alison-Madueke.</div>

The Economic and Financial Crimes Commission (EFCC) is probing a 
N4billion hotel deal between Mrs. Alison-Madueke and a former military 
administrator, whose identity is yet to be released “so as to protect 
the investigation”.<br />

The hotel may be placed under Interim Forfeiture as soon as the preliminary investigation is concluded, The Nation learnt.<br />

But detectives of the anti-graft agency have secured the relevant papers on the hotel valued at N4billion<br />

Also, it was gathered at the weekend that some business associates of
 Mrs Alison-Madueke were yet to refund to the EFCC about $1.85billion 
traced to them.<br />

They would rather follow through the case than make a refund, a source said.<br />

According to the anti-graft agency, the hotel was one of the five being investigated in Port Harcourt, the Rivers State capital.<br />

The Nation exclusively reported on September 13 that a special team 
of operatives was drafted to Port Harcourt to locate five houses 
suspected to be the ex-minister’s.<br />

It was learnt that the interim report of the team indicated “a 
strongly suspected hotel purchase deal” between the ex-minister and the 
former military administrator.<br />

An EFCC source said: “We have been able to link the N4 billion hotel 
in Port Harcourt to the ex-minister. We are probing alleged sales deal 
between her and a former military administrator.<br />

“We have been able to ascertain the value of the hotel. But we are 
gradually tracking how the deal was carried out including verification 
of bank details and transactions by all those involved.<br />

“Some of these deals we are unearthing were carried out in layers in 
order to shield them away from anti-corruption agencies. But we are 
cracking them all.”<br />

The source added: “For strategic reasons, we will not reveal the 
identities of the ex-MILAD and others connected with the deal at this 
stage of investigation.<br />

“But very soon, the transactions will be made known to the public. Do
 not forget, we have four other properties under surveillance.”<br />

About two weeks ago, another asset of the ex-minister in Abuja, 
allegedly worth over N500million, was confiscated pending her trial.<br />

The anti-graft agency had earlier seized a mansion worth N3.58billion
 from the ex-minister, bringing the haul in Abuja to about N4.08billion<br />

With the latest tracking of the hotel in question in Port Harcourt, 
the properties allegedly linked to the ex-minister are worth about 
N8.08billion.<br />

As at press time, none of the business associates of Mrs Diezani, who
 are under investigation, has refunded anything from the $1.8billion 
traced to them.<br />

A source in the EFCC said: “Apart from subsidy funds which some of 
them paid back, they are yet to refund the $1.85billion traced to them.<br />

“The battle is in the court; we will do our best to recover these slush funds. I think they are prepared for the legal battle.”<br />

Oguntoyinbo to freeze some foreign accounts and seize some assets linked
 with Mrs Alison-Madueke’s associates in the United Kingdom.<br />

“Some of the off-shore financial institutions, where accounts have 
been frozen include BNP Paribas (Switzerland), LGT Bank (Switzerland), 
Standard Chartered Bank (London),Barclays Bank (London), Standard Energy
 (Voduz, Switzerland), HSBC (London), Corner Bank (Lugano, Switzerland) 
and Deutsche Bank (Geneva).<br />

Section 34 (1) of the EFCC Act 2004 empowers the commission to freeze any account suspected of being used for financial crimes.<br />

“The section stipulates that ‘the chairman of the commission or any 
officer authorised by him may, if satisfied that the money in the 
account of a person is made through the commission of an offence under 
this Act or any enactment specified under Section 6(2) (a)-(f) of this 
Act, apply to the court ex parte for power to issue or instruct a bank 
examiner or such other appropriate authority to freeze the account.”<br />

The National Crime Agency (NCA) in the UK arrested and quizzed 
Diezani and four others on October 2, 2015 for alleged bribery and 
corruption and money laundering.<br />

Also, the EFCC has quizzed five more suspects since the interrogation of Mrs Alison-Madueke by the NCA.<br />

The NCA last year obtained permission from a Westminster Magistrate’s
 Court to seize 27,000 pounds from Mrs Alison-Madueke and two other 
women.<br />

Although NCA detectives have visited the country this year in line 
with the ongoing probe of the former minister, it was unclear when she 
will be formally arraigned in court in the UK.<br />

While the UK investigation was in progress, the EFCC uncovered 
another $115million poll bribery scam in which the ex-minister was 
implicated.<br />

But the ex-minister recently described allegations against her as “cold-hearted” and inhuman at a time she is ill.<br />

worth $7 billion representing the apex bank's share of the foreign 
reserves estimated at $38 billion has been released to the consortium of

 later, a respected economist, Mr. Henry Boyo challenged the illegal 
claim that the $7 billion was a "share" of the CBN in the nation's 
foreign reserves. Since the funds belong to the three tiers of 
Government by virtue of Section 162 of the Constitution Mr. Boyo rightly
 stated that "the Senate and the House of Representatives would have 
defaulted in their constitutional duties if CBN is not invited to defend
 why $7 billion of our reserves should be 'given' to 14 banks without 
oversight approval." (Vanguard newspaper of October 9, 2006).<br /><br />Having
 confirmed that the banks have failed to liquidate the said $7 billion 
loan, I have asked the Economic and Financial Crimes Commission to 
investigate the illegality of the loan and recover same together with 
other huge funds which have been criminally diverted or withheld from 
the Federation Account. With respect, the denial of the $7 billion loan 
by Professor Soludo has supported the request for a thorough 
investigation of the allegations contained in my petition. However, 
having regard to the facts and circumstances of the controversial loan, 
Professor Soludo may wish to direct his demand for the apology to Mr.

Lagos Lawyer Falana Wants EFCC To Probe ‘Diversion’ Of State Funds By Sanusi, Soludo, Others

Economic and Financial Crimes, EFCC, to promptly investigate a range of 
dealings involving alleged diversion of public funds over the years by 
government establishments, including the central bank, under former 
governors, Chukwuma Soludo and Lamido Sanusi.</span></div>

<span style="font-family: Times,"Times New Roman",serif;">Mr. Falana, a Senior Advocate of Nigeria, said the finance minister, 
Kemi Adeosun, had not taken steps to recover billions of dollars “either
 criminally diverted or illegally withheld” from the government account.</span></div>
<span style="font-family: Times,"Times New Roman",serif;">
</span><div style="text-align: justify;">
<span style="font-family: Times,"Times New Roman",serif;">He said the EFCC needed to act now given “the increasing pressures 
being mounted on the Federal Government by the parasitic faction of the 
ruling class to auction the remaining assets of the nation.”</span></div>
<span style="font-family: Times,"Times New Roman",serif;">
</span><div style="text-align: justify;">
<span style="font-family: Times,"Times New Roman",serif;">The comment followed calls by a businessman, Aliko Dangote, and the 
Senate president, Bukola Saraki, for the government to sell national 
assets to stem recession.</span></div>

</span><div style="text-align: justify;">
<span style="font-family: Times,"Times New Roman",serif;">Mr. Falana listed the following cases for investigation:</span></div>
<span style="font-family: Times,"Times New Roman",serif;">
</span><div style="text-align: justify;">
<span style="font-family: Times,"Times New Roman",serif;">1. By a letter dated January 27, 2016, the National Extractive 
Industries Transparency Initiative (NEITI) disclosed to us that from 
five cycles of independent audit reports covering 1999-2012 it had 
confirmed that the Nigerian National Petroleum Corporation, some oil 
companies, and certain agencies of the Federal Government had withheld 
$20.2 billion from the Federation Account. Despite repeated requests 
from some civil society organizations, the Federal Government has 
refused to recover the said sum of $20.2 billion.</span></div>
<span style="font-family: Times,"Times New Roman",serif;">
</span><div style="text-align: justify;">
<span style="font-family: Times,"Times New Roman",serif;">2. Sometime in 2006, former Central Bank Governor, Profesor Chukwuma 
Soludo removed $7 billion from the nation’s external reserves and doled 
it out to 14 Nigerian banks. Two years later, the Central Bank Governor,
 Mallam Sanusi Lamido Sanusi (the current Emir of Kano) also gave a 
bailout of N600 billion to the same banks. The request of some civil 
society organisations for the recovery of the huge loan of $7 billion 
and N600 billion from the commercial banks has been ignored by the 
management of the Central Bank.</span></div>
<span style="font-family: Times,"Times New Roman",serif;">

<span style="font-family: Times,"Times New Roman",serif;">3. On September 6, 2016, the Nigerian National Petroleum Corporation 
(NNPC) announced that arrangements had been concluded to recover the sum
 of $9.6 billion in over-deducted tax benefits from joint venture 
partners on major capital projects and oil swap contracts. Although the 
NNPC has recovered the said sum of $9.6 billion, it has failed to remit 
same to the Federation Account without any legal justification.</span></div>
<span style="font-family: Times,"Times New Roman",serif;">
</span><div style="text-align: justify;">
<span style="font-family: Times,"Times New Roman",serif;">4. In 2009, Mobil Oil Producing Nigeria Unlimited applied to the 
Federal Government for the renewal of three oil blocks. Upon granting 
the application, the NNPC asked Mobil to pay the sum of $2.5 billion for
 the renewal of the licenses. While Mobil made a part payment of $600 
million, it undertook to invest the outstanding sum of $1.9 billion in 
the energy sector. But as Mobil did not invest the said sum in the 
energy sector the Civil Society Network Against Corruption has requested
 the EFCC to investigate the fraudulent transaction.</span></div>
<span style="font-family: Times,"Times New Roman",serif;">
</span><div style="text-align: justify;">
<span style="font-family: Times,"Times New Roman",serif;">5. From 1998-2014, the Federal Government successfully recovered over
 $4 billion from the Abacha loot. However, based on the refusal of the 
office of the Accountant-General of the Federation to account for the 
recovered loot the Socio-Economic Rights and Accountability Project 
(SERAP) applied to the Federal High Court for an order of mandamus. Even
 though the Court granted the order, the Federal Government has failed 
to account for the recovered loot. In the circumstances, we have 
submitted a petition to the EFCC to investigate the alleged criminal 
diversion of the recovered loot.</span></div>

</span><div style="text-align: justify;">
<span style="font-family: Times,"Times New Roman",serif;">6. In the Appropriation Act, 2011, the sum of N245 billion was 
earmarked for fuel subsidy. In violation of the Act, the Central Bank of
 Nigeria headed by Mallam Sanusi Lamido Sanusi paid the sum of N2.5 
trillion to a cabal of fuel importers. Following our petition, the EFCC 
conducted an investigation into the fraud, but the exercise was

 prima facie case of conspiracy to retain proceeds of unlawful

 Prohibition) (Amendment) Act, 2012 and forgery contrary to Section 1(2)
 (c) of the Miscellaneous Offences Act,  Cap M17, Laws of the 
Federation, 2004 have been established against the aforementioned 
suspects.”</b></i></div>

The spokesman of the militant group, Mudoch Agbinibo, in a statement

negotiation process on the side of President Muhammadu Buhari and his 
government”.
The group, which had ceased its attack oil facilities since the Chief 
Edwin Clark-led dialogue team intervened to allow for a dialogue with

Nigeria, It has been revealed that the real cause of the challenges 
currently facing the country is the result of a lack of foresight on the
 part of those who established modern Nigeria.

Comrade Debo Adeniran, the head of the Coalition Against Corrupt Leaders
 (CACOL), told NAIJ.com on Friday, September 16, 2016, at the 2016 
symposium organized by The Tunji Braitheaite Foundation that neither 
parties should be blamed for the many issues that have enveloped the 
country.

country’s national life.

“Nigeria has been in crisis for a very long time, it is just that the
